It will be the same for DC or DCC.

However it may vary depending on scale and track brand. OO or N? which type of pointwork?

The dcc diagram shows digital control, is it suitable for a d.c layout?
it is possible to have D.C.railway engines and digital point/signal control/other accessories?

* The scissors wiring itself is the same. Of course point motor connections will vary if a different motor is used.
* There are also analog point motors in the cobalt range.
However....
* Yes, you can have DC train control and DCC/digital accessory control. (via the Alpha Sniffer if using Cobalt iP digitals)
* You can also "stay 100% Analog" as you can control a Cobalt iP Digital motor as if it was analog by using pushbutton switches.
